Location: Service Operation Centre in Cebu
Position Summary
The Senior HR Officer is responsible for Talent Acquisition, Development, and Organizational Effectiveness at TecSurge. This role supports the development of a high-performing, engaged, and future-ready workforce aligned with business objectives.
The role leads strategic HR initiatives across talent acquisition, learning & development, employee engagement, and organizational development, while acting as a senior escalation point for complex HR matters. The Senior HR Officer also mentors HR team members and drives continuous improvement in people practices.
Your Responsibilities
Depending upon your level of expertise and experience, your responsibilities may include:
- Talent Acquisition & Onboarding
- Lead end-to-end recruitment strategy and execution, including workforce planning and employer branding.
- Learning & Development
- Design and implement learning and development initiatives aligned with business requirements and future capability needs.
- Performance Management & Employee Relations
- Drive performance management cycles, employee engagement surveys, and culture-building initiatives.
- Act as the escalation point for employee grievances, welfare matters, and disciplinary cases.
- Champion initiatives that enhance employee experience, engagement, and retention.
- Organizational Development
- Partner with leaders to assess organizational capabilities and design interventions to improve performance and culture.
- Facilitate strategic workforce planning and succession planning activities.
- Analyse engagement, performance, and turnover data to inform Organizational Development strategies.
- Leadership & Mentorship
- Mentor HR Officers and interns to build HR capability and support professional development.
- Advise managers on employee relations, performance management, and team development matters.
- Cross-Functional Responsibilities
- Provide backup support in payroll, training administration, or recruitment when required.
- Collaborate with the HR Officer – People Operations on compliance, reporting, and HR systems.
Your Competencies
- Degree in Human Resources, Business Administration, or a related discipline.
- Minimum 6–8 years of progressive HR experience, with exposure to talent acquisition, learning & development, employee engagement, and organizational development.
- Demonstrated experience handling complex employee relations and performance management matters.
- Strong understanding of workforce planning, succession planning, and Organizational Development frameworks.
- Ability to analyse HR data and translate insights into practical, business-focused solutions.
- Strong stakeholder management and communication skills, with the ability to influence at all levels of the organization.
- Proven experience mentoring or guiding junior HR team members.
- Knowledge of Singapore employment legislation and HR best practices is preferred.
